1. Papers are sent to the external reviewers as follows:

 a. Each paper is sent for review to attendees of the past IPSI conferences.
 b. Each paper is sent for review to authors of papers referenced in the paper under review
 c. Each paper is sent for review to authors of other papers submitted for the same conference.
